二、江苏浩明光电科技有限公司财务管理中存在的问题 （一）财务管理职能欠缺 1．会计人员岗位设置不健全

公司中没有健全的财务管理人才，高素质的财务管理人才缺失是影响该公司财力的核心问题。

（二）存货管理紊乱

公司至改制后一直停留在家族式管理模式上，存货的购入，消耗和销售没有健全、合理、完善的内部制度，积压的不少的资金，同时也没有充分的得到利用，造成了浪费。增加的资金成本和管理费用。没有确定合理的存货数额，存货余额过大。比如2010年期末存货239.50万元，其中原材料36.96万元、产成品202.54万元。存货周转率为3.22次，存货周转天数为113天, 高于同行平均值,存货中产成品就占84.57%,而且绝大部分是为江都长青股份有限公司所产,主要原因是江都长青股份有限公司近期销售出现一点问题,暂不要货,带来本企业库存积压,存货增加,存货周转过慢,这必然会增加企业资金占用量，加大了企业存货管理成本，使资金利用率降低，盈利能力降低，同时使得变现风险上升。

（三）财务管理制度不完善

中小企业一般很少设立完善的、切合实际的会计规章制度。比如财务人员定期培训和考核制度。江苏浩明光电科技股份有限公司的领导法制观念虽然很强，但由于种种原因，忽视财务制度、财经纪律的严肃性和强制性，建账不规范，致使制度执行力度不够，有些方面形同虚设。

（四）经营权与所有权高度统一

该公司经营者就是最大的股东，自己出资，自己经营，使得公司在支配收益方面随意性和主观意思较大，不采用科学的方法进行分配，因此公司在经营上缺乏有力的外部监督，资金使用上有一定的随意性，不利于公司良性发展。

（二）建立健全存货内部控制制度

1．结合公司的生产经营特点，建立健全存货内部控制制度，从严采购、销售制度，规范存货采购、消耗、销售环节，建立、规范销售方面信息档案。 进一步明确各职能部门的岗位职责，发挥存货内部控制制的相互牵制作用。

2．结合公司的生产经营特点，合理确定一定数量的基本存货为管理原则，做勤进少购，以免大量资金积压在存货上。

3．采用现代的存货管理手段，及时准确的跟踪存货数量的变化，详细分析并尽量以能使存货的储存成本，成货不足引起的短缺成本，定货装运、和提货成本三者之和为最低时，确定企业合的进货批量和进货时间。

（三）完善财务制度 提高执行力

1．公司应该建立健全规章制度，使财务人员有章可循，并具备一定的约束力。明确一个完整的财务体系可以帮助财务人员规范各项财务操作，减少人为因素造成的管理问题。另外，公司财务从业人员中，有一些亲缘或其他社会关系的存在，会使财务制度的执行受到一定的阻力，所以公司领导者在制度的执行方面一定要有坚决的态度，这样才能使财务制度约束、控制、监督等职能的发挥。

2．要建立起岗位分工、轮换制度。特别对于不相容的岗位比如会计和出纳，不能让一个人担任，而且对于同一岗位，同一个人担任的，应该有个期限，定期轮换。这个有利于不同岗位之间的相互监督。

3．建立健全内部稽核制度和内部牵制制度。内部稽核制度包括审核财务、成本、费用等计划指标是否齐全，编制依据是否可靠，有关计算是否衔接；审核各项财产物资增减变动和结存情况。并与账面记录核对，确定帐实是否相符；审核会计凭证、会计帐簿、会计报表和其他会计资料合法、真实、准确等等。内部牵制制度主要

企业的留存收益也是企业的一种资金来源，这种筹资方式要比外部筹资成本低，比较容易操作，因此，建议江苏浩明光电科技股份有限公司的领导要注重对利润积累。通过努力降低成本，严格控制业务费、招待费、差旅费、广告费、办公费等费用，来提高利润水平，从而增大留存收益的规模，支持公司的后续发展。同时要审批公司税后利润分配方案，监督利润分配去向，防止利润用于非生产领域。还要按规定提取公益金，用于职工福利方面的支出。
